未来我们在 iPhone 设备上也能侧载安装软件了？近日根据美国媒体的报道指出，美国参议员 Amy Klobuchar 在美国时间 5 月 25 日提出《美国选择与创新法案》(American Choice and Innovation Act) 的修订版 [ PDF ]，因为美国政府继续努力制定针对主要科技公司的立法，并强制在iPhone上进行侧载。
根据有关新法案列出的条例来看，美国政府为了避免 Apple 及 Google 等科技巨头利用自己的优势地位给自家产品提供便利。对此美国政府在这项新的法案强制要求 Apple 在 iPhone 上支持侧载功能，例如让 App 无需通过 Apple App Store 下载有关的 App 就能安装在 iPhone 上了，不过这也有隐忧因为会导致 iOS 与 Android 平台变得极为相似。
同时也会让其他平台，例如 Facebook 及 Instagram 等 App 透过侧载的方式就能突破 iPhone 上的私保护，并且不受 Apple 禁止跟踪的约束。不过有关法案仅针对美国境内的科技公司，例如 Apple、Google 及 Meta 等，不包括 Samsung、小米、OPPO 等科技公司。
在去年（ 2021 年）11 月份 Apple 就曾经侧载议题发出自身的立场及看法。当时候 Apple 官方的立场是，他们是一家注重用户安全以及隐私的公司，因此对于在 iOS 上通过侧载的方式安装软件一事，是不会允许的。而 Apple CEO 库克则表示，如果用户可以在安全以及被保护的生态系统，以及在可以侧载软件的系统之间做选择的；如果用户想要一台拥有像 Android 手机那样可以侧载软件的功能的话，那么该名用户就应该购买 Android 手机！
Apple 指出，Android 手机被恶意软件感染的几率是 iPhone 的 47 倍！Apple 更是把并把错误归咎于 Android 手机上的侧载软件功能！
We created the iPhone and the App Store to be a safe and trusted place for users to download the apps they love and a great business opportunity for developers everywhere. The result has been an unprecedented engine for economic growth, which has enabled competition and innovation and made it possible for any developer with a great idea to reach Apple customers around the world.
We remain concerned that this legislation threatens to break this model and undermine the privacy and security protections our users depend on. Governments and international agencies worldwide have explicitly advised against sideloading requirements, which would empower bad actors who want to target users–including children–with malware and scams, and make it easier for data-hungry companies to track users without their consent. At the end of the day, the changes made to the bill are a recognition that the legislation, as originally drafted, created unintended privacy and security vulnerabilities for users. We believe the proposed remedies fall far short of the protections consumers need, and urge lawmakers to make further changes to avoid these unintended consequences.
目前 Apple 也针对这项新法案做出回应，Apple 向外媒 MacRumors 发出了一则声明表示：“我们创建 iPhone 和 App Store ，是为了成为用户可以安全和放心下载他们喜爱的应用的地方，并为世界各地的开发人员提供绝佳的商机。气结果是创造了一个前所未有的经济增长引擎，它促进了竞争和创新，并使任何有好创意的开发者都能接触到世界各地的 Apple 客户。”
“我们仍然担心这项立法有可能打破这种模式，并破坏我们用户所依赖的隐私和安全保护。世界各地的政府和国际机构已明确建议不要使用侧载，这将使想要以恶意软件和诈骗为目标用户（包括儿童）的不良行为者拿到授权，并使那些出售数据的公司更容易在未经用户同意的情况下跟踪他们。归根结底，对法案所做的修改是对最初起草的立法给用户造成了意想不到的隐私和安全漏洞的认识。我们认为，拟议的补救措施远未达到消费者所需的保护，并敦促立法者做出进一步的改变，以避免这些意外后果。”
